[pct-l] Situation at Whitewater Preserve

It appears that the Whitewater Preserve (Southern California--up above
Interstate 10) is closed for maintenance as of 4/9/14 until further notice.
 Does anyone know if hikers are able to make any use of the location or its
facilities during this shut-down?  Can section hikers park their cars there
