 As for the "where" the alcohol stove ban will be lifted, if indeed alcohol stoves are banned on the trail this year (most likely), will depend solely on the weather, humidity and the fuel moisture of the plants along the trail and in the forest of California, Oregon and Washington.  Once these factors are combined, plus others, are sufficient for a lower fire danger to exist, the ban will be lifted.

I was wondering if anyone can enlighten me on whether the Esbit brass
alcohol stove or the Trangia alcohol stove are ok for use on the PCT this
year?  Both have dampening systems. If alcohol stove use is banned, where
does the ban lift?  Thanks!
