The border crossing into the US is the main reason. It is illegal to enter
the country that way, even for USD citizens. God help you if you are a
citizen of another country and get caught. The Border Patrol is reportedly
getting quite active around the monument. The secret of the PCT crossing has
gotten out.

Unfortunately, there is no public transportation into Winthrop or Mazama,
the closest access to Harts Pass for the 60 mile roundtrip trek to the
monument and back before heading south. You can get public transportation
into and out of Steheken, but that makes for a 150 mile roundtrip.

Why don't  PCT hikers finish CA and then jump up to Canada and hike back
down to the OR/CA border?  Wouldn't that be a solution to the nasty weather
at the end of WA in late Stept?
