Leave No Trace has been part of the BSA training since the 70's. Old school stuff like pioneering (chopping trees up to build towers and bridges) went away and Leave No Trace came in. LNT is built into the Advancement program so all Scouts learn.  Backpacking trips into wilderness areas include full adoption of LNT, and are generally only for older and experienced Scouts.  Many LNT instructors are Scouters. So, yep Scouting teaches LNT.

Obviously this guy is a bozo. Any group of people seems to have at least one, and so does Scouting.
