[pct-l] rain kilts

I used the ULA version on the PCT last summer and think it is a great piece
of rain gear.  Extremely lightweight and kept me dry from the knees up, of
course my feet still got soaked.  Lots of air-flow.  I only used them on the
open trail, I think they would tend to snag branches if used in a
cross-country application.
