Sounds like Prima facea evidence of mental defect intoxication, and/or
illegal pharmaceutical use on their part.

Every trail crew I ever saw was either using, carrying, or had ready access
to large, heavy, and often sharp implements. Logic suggests that these are
almost the very LAST folks someone would want to try to intimidate.

The old saying "Shoot, shovel, and shut-up" comes readily to mind.
