[pct-l] Tehachapi to K.Meadows

Hey folks,

I'll be heading out to cover this path in a few days.   In the past, I
hiked in from Tehachapi Pass to the first water source, Golden Oaks Spring,
and then back out again.

I'd prefer to pick up my hike from this spot and see there is what appears
to be a good dirt road that comes very close to this point.

Does anyone know if this road is open generally?  I see it passes some wind
farms and thought it my be limited to utility access only.
