[pct-l] ADZPCTKO Campsites full policy

There are port-a-potties brought in every year. Its not the potties that
are the problem, its the showers. Too much water all at once. If the
showers were coin operated and on timers  (I have heard rumblings about
that happening) it would relieve some of the issue...
