Below is a theory that may explain this type of event.  Not sure if it applies in this case but it is something to consider.

In the real world I am a very active Scout leader.  I have noticed that in Scouting, like most community organizations, there are a group of people who have very little "power" or "control" in the real world and seek to get "power" or "control" in their community groups.

Many times these people may be paid well (Doctors, lawyers, Accountants, Law Enforcement) but when you look deep they still have a "little man" complex from being told what to do and when and how to do it.

Because it is a community people tend to let them "be the boss" as they do things others cannot or do not want to do.

Me thinks that a lot of these people end up as hikers and once they join the hiking community they reach out to extend the same type of controls they long for in the real world.

Problem is that many in the hiking community are not interested in any rules from anyone and unlike Scouts or Rotary or the PTA the community has little need for any more rules makers.

In any event this is just a theory.  One that seems to cut across all such groups.
