Contact the Post Office about getting special labels to put on the packages you mail with flammables, like isobutane.
Check the achieves for this PCT-l website for a subject thread/chain a few weeks ago about the type of labels.

Hey, I'd like to just use my current backpacking stove, the pocket rocket with 
butane fuel so I don't have to spend more money or learn how to build an alcohol 
stove. Is it illegal to mail butane? Do people do this? Or does everyone just
