I think the guidebook author was in a bad mood when he wrote up that
section.  It's true that it's not particularly spectacular but neither did I
find it to be particularly horrible.  It's a lot like many other sections of
the trail who's primary purpose is to get you from point A to point B.  It's
not a "destination" hike like, say, the Goat Rocks Wilderness is but I've
seen a lot worse on the PCT.  It has a few nice views of the Columbia Gorge
and other things to keep you from getting too bored.
