[pct-l] Sonora Pass questions

I may be arriving at Sonora Pass late evening in mid-Aug. 
 I can't remember, is there a water source and/or places to camp at the parking area where the PCT crosses the pass?  
Also, is there a spot to camp anywhere between the creek at Kennedy Canyon and the highway?
Can I expect Sardine Creek to be flowing where it crosses the PCT by Mid-August?
