I'm sure the PCTA is aware of the issue and the potential impacts on the hiker experience on the trail.
In the event they are not, perhaps you should contact their trail information specialist and bring this matter to their attention. From the PCTA site, click on "about the PCTA" to get the contact information (phone and e-mail).
In the event they are aware, they could probably let you know what position they've taken on the matter and what they're doing to help preserve the PCT experience.
Also, as a more general note, I believe with the Tejon Ranch settlement a couple years back, the ultimate plan (still many years in the future) is to reroute the PCT off the western floor of the Antelope Valley (e.g. the pipeline section on up to the wind farm just south of Highway 58) and stay on the crests of the mountains, going further west, then connecting to the Tehachapi mountains on Ranch property. I suspect that the rerouted trail would connect back on the north side of Highway 58, missing many of the wind turbines.
