The effort involved in shipping fuel isn't worth the hassle. Arguing with
the rigid a$$-covering uneducated is, IMO, a waste of time. "Next customer".

Schedule your re-supply points where you can buy canisters locally and thus
support the local economy. Rarely will you need to hump a spare canister
through a resupply point that doesn't carry them.
