I think the point was that you have to keep the your backpack on--because the Packa is a combination pack cover and personal jacket--instead of setting it aside when you want to set up camp, etc. In spite of that "problem," they have worked well for us.

Isnt' that the idea, to keep it over you and the pack when it rains?  At 
least that's how my Packa works?  I find that when the rain stops I can if I 
don't want to stop, simply slip my arms out and slip off the hood and keep 
going.
