[pct-l] Is the PCT-L broken again

This type of problem comes because we are using email, and spammers
like to use email too.

Occasionally the ISPs spam filters mark PCT-L posts as spam, this has
mostly been a problem with Comcast. it is not a problem with the list
itself.

Overall, for the many years the PCT-L has been online, it has worked
pretty well. Not many technologies have stood that test of time.
