 I volunteer at the fire lookout on top of Tahquitz mountain. Last  year 
the tower closed on Nov.11 and 2 years ago it was about the same time. The  
tower closes with the first winter storm. I would guess that a mid October  
hike would work but would shoot for the end of Sept to be sure. Wonderful time 
 of year once you get to San Jacinto however the hike before there is  
still going to be hot and dry. I will let others comment on water. It has been a 
 low snow year so I would be surprised if you are going to find much of 
anything  up there by the fall. Idylwild is a fairly short 2.5 mile hike and a 
short  hitchhike into town to get some supplies and freshen up a bit. It is 
the best  time to be up there! Stop by the tower. It's a short jaunt from 
the PCT.
