[pct-l] Trail Etiquette questions

I am new to the pct, and was between mile 50 and 60 today on my section
hike to Lone Pine.

First question: someone left a paper note under a rock saying they lost
sunglasses, with a phone number if found.  No date.  I know that paper is
going to be litter...should I have picked it up? (I didn't)

Second:  there was a small water cashe of 4 gal.  I took a liter, and at
that time there were 3 empties.  Who should remove them so they don't blow
away? (I didn't)

Both of these were in a very windy  area
