[pct-l] Best months to hike OR and WA PCT

Hi, John,

As a long-time Oregonian, I would recommend August and September. The
mosquitoes in July are dependably obnoxious. And unlike the previous 2
years, this is looking like a fairly normal year snow-wise for both states,
so starting in early August should be feasible.
