[pct-l] Statewide burn bans

I have seen several journals and blogs of thru-hikers stating they have had campfires  and I thought it should be mentioned that there are statewide burn bans of ALL fires in both Washington and Oregon with very few exceptions.
The bans even include cigarette smoking on US Forest lands with some exceptions like when inside a private car and using an ash tray.
