20% is an *awfully* high ratio of assholes.  It only takes one to ruin your 
day.  If the number was 1% and the other 99% were all over that 1% then 
maybe ok to let them on multi-purpose trails.

I will honestly say that about 80% of the Mountain Bikers I meet on
trails other than the PCT are really cool people.

About 20% are compete assholes, usually zooming by me at high speed
scaring the crap out of me. They have machines, and they go fast, and
they don't like that I am there "in their way." It is enough to keep
me of the trails frequented by bikes.

100% of the Mountain Bikers I meet on the PCT are assholes, just by
the mere fact that they are there.
