I know of one case where a horse couldn't be trained not to spook.  My sister had an Arabian Gelding that would consistently spook and buck people off, usually within 30 minutes into the ride.  My sister broke one of her wrists coming down off that horse one time, and a friend of hers broke both of her wrists coming down.  I watched my sister try to get that horse into a horse trailer for 45 minutes once.  It just wouldn't go in, and she finally gave up.  She tried all kinds of horse whisperers, cowboys and horse experts to cure "Zamore" of his bad habits, but nothing worked.  She eventually turned him out to pasture where he remained riderless into his old age, and I might add, a great financial burden to my sister.  The moral of the story is get a gentle horse like a Morgan if you want a horse you can actually ride.
