So what that section tells me is that there is a great possibility
that conflicts are not being reported.

When I worked as a lowly deputy, we often heard about crimes,
sometimes very serious crimes like assault, rape, and attempted
murder, that were simply unreported and the victims were
uncooperative.

If you want to really do something about trail use conflicts NOW,
report any trail use conflicts you see or experince. If you hear about
problems from others, encourage them to report them, even to the point
of forming the body of the report for them using their story and even
verbatim language if possible, and have them approve it and put their
signature or mark on it. Pay for postage if necessary. Just get the
information to the proper agencies so they can see if there are
conflicts that cause them to be wary of allowing mixed use to become a
problem they can't deal with.

I will not yield, and I will report any trail use problems.
