[pct-l] Giving way to Mtn Bikes on the PCT

Every multi-use trail I've been on hikers have the right of way over bikes.

Absolutely not.  In most places the trail tread is single-track only and
there's no room for a biker to pass a walker without the biker going off the
trail or having the walker step aside.
