What's this non-sense about downhill riders have the right of way??

I've been hit by a bike that tried to pass me at high speed on a downhill.

The rider screamed "down hill riders have the right of way" at me,
which allowed me to only step partially off the narrow trail due to
the steep slope we were on.

He ended up down the gully, poor guy.
