[pct-l] Bear can requirements clarification

The other thing to remember is that some of these bear boxes have been there awhile and may have seams that are rusted out. (The one at Woods Creek was pretty bad a couple years ago.)  This means that food in them is not safe from mice if it's left in the box in just a plastic bag or ditty bag.
