[pct-l] Ebbet's Pass Parking

Yes, there is a substantial trailhead parking lot about 1/2 mile east of where 
the PCT crosses the road. Has a small restroom facility, but no water sources.

Parking at the Pass or where the PCT crosses the highway is not available (very 
limited and dangerous).
