I called the AquaMira company today.  They said that the water
treatment drops (2 bottles) can be shipped in checked luggage, and is
OK with TSA.  I can't speak for your local TSA agent.

They also said that they had finally cleared the relabeling and US/CA
regulatory hurdles to make it possible to sell AquaMira drops in CA!
It should be available now, and if not on the shelves, at least their
retail distributor
