[pct-l] Temporary PO at ADZPCTKO

I don't know yet whether we'll have a Post Office at KO this year. Because
of all the budget cuts at USPS, I'm not sure whether they'll be able to
send anyone.

If we can get USPS there, they'll bring free Priority Mail boxes and a few
other shipping supplies.
