I traveled from Walker Pass to Portland recently and am returning mid-June.
There are flights in and out of Bakersfield but they are expensive at short
notice. Flights into Los Angeles are cheaper and more frequent.  Airport Bus
of Bakersfield makes five trips a day from Los Angeles to Bakersfield.  Fare
is $32.  No reservation or ticket needed.  Just get on the bus at the
airport and pay at the bus office in Bakersfield when you arrive.  From
Bakersfield, Kern Regional Transit makes four trips a day (Mon-Sat) to Lake
Isabella.  Cost is $2.75.  Have exact change.  If you need to send anything
ahead, the post office in Lake Isabella is half a block from the bus stop.
>From Lake Isabella, you can hitchhike to Walker Pass.  There is also a bus
from Lake Isabella to Onyx 11 times a day (Mon-Sat).  This will get you
closer to Walker Pass and perhaps a greater concentration of potential
rides.

 

Getting to Kennedy Meadows is more difficult and time consuming.  You could
fly into Mammoth or Reno and take an East Sierra Transit bus to Inyokern.
They hitch to KM.  Or you could fly into LA take a shuttle to Union Station,
MetroLink to Lancaster and bus to Inyokern.  Or fly into Burbank, take
MetroLink to Lancaster and bus to Inyokern.  The East Sierra Transit
Authority bus only runs a couple of times a week.
