[pct-l] Thru hiking with dog

As someone who has been a park employee expected to "remind" people of the rules, I can say it thoroughly sucks to have someone bald-faced lie to you about their dog being a service animal. Please remember that you are lying not to some faceless lawmaker, but to a person, likely a fellow hiker and lover of nature. The disrespect is palpable.
