Actually, to exit from the PCT/JMT via the Whitney Zone (Portal) you do in fact need a permit. They are commonly refered to as an 'Exit Permit' and are under quota. If you are exiting with only a thru-hiking permit without the Whitney endorsement I suggest an alternate route because if you are asked by a ranger for your permit and things are not in order there maybe a cite issued. It's not hard or expensive to request the endorsement when requesting your thru-hikeing permit from the PCTA if you remotely think you may use it.
Again, you do not need the endorsement if you do not exit and/or return via the Whitney Zone which is the east side of the junction.
