San Diego County is about to be hit by the second storm of the week, a
very cold, blustery system that will drop 3'' to 6'' of snow in the
mountains and from one-quarter to three-quarters of an inch of rain at
the lower elevations, says the National Weather Service. A winter
storm advisory is in effect in East County, and forecasters say
conditions will become especially bad on eastern Interstate 8.
