My experience is that if you sweat, you don't stay dry, no matter what
your outerwear is. Most of the rain in the Northwest is light or misty,
with periods of heavier showers, but mostly light - just constant.
FOR ME the best option is a silnylon tarp. I can wrap it close or let
it billow, depending on wind/rain conditions. I also use a baggage bag
from United Airlines and use it as a pack liner. That way nothing
inside the pack gets wet. Of course, day after day in the rain means
everything gets wet...
