[pct-l] update: Chips Fire explodes

It seems to me there are two bad attitudes:
  * don't give a dam
  * won't happen to me

Maybe if we coupled education with efforts to cite offenders we'd reduce 
the problem.

Banning fires doesn't work because the miscreants don't follow the rules 
anyway.
