James,
That's unnecessarily complicated. Forget Manning Park - the northern terminus of the PCT is Monument 78. You won't need a Canadian entry permit if you only go to the border. Just park at Hart's Pass and hike to Hopkins lake. (about 23 miles) Next day hike to Monument 78 and then back down to camp at Windy Pass.(about 32 miles). Next morning hike the 5 miles back to your car. The round trip is only about 60 miles - just three days. Easy, and the scenery is spectacular from both directions.

Possible option to save 37 Miles and 4 days
Start at Harts Psss and hike north to Manning with
your Canadian entry permit - thus no problem getting into Canada..
Take tramsportation to cross back into the GOOD OLD USA with your
passport and return to Harts Pass
Begin your Southbound hike.
