Yes, but a talented (read: "valuable") director begets talented managers begets talented staff.  And yes, perhaps even a better janitorial service.

Salaries of ed vs others are irelevant because job responsibilities are different.  Would you compare president of a corporation to custodian?  Both jobs are important but different levels of responsibility....
