To hell with discreetly!  If you see someone violating LNT, then call them
out on it.  If someone is that clueless about LNT, then peer pressure is
about the only thing that will work.  If they don't mend their ways, then
tell them to get off the trail.  People are so afraid these days of being
thought of as "judgmental," that they are afraid to say anything to someone
like that.  There are no trail police, we hikers have to be the ones to step
up and confront this type of behavior.

I think most of the problems come from thru hikers who don't attend the KO
and don't subscribe to the Pct-l.

Obviously there needs to be multiple ways to reach them. 

Case in point:  we witnessed a male hiker peeing in a dry water trough under
the I-10 viaduct. That morning a female hiker had filtered water out of that
very spot. This hiker did not attend the KO, and unfortunately there were
too many people under the viaduct to discreetly tell him that was a no-no.
