[pct-l] current snow conditions

Kristen,
In California expect lots of snow. It's considerably more than last
year and starting to approach record levels especially in the northern
part of the state.

How warm or cool April is will also be a factor, since that's normally
when the snow begins to melt (but it didn't work that in 2006 or 2010,
other recent high snow years).
