Two comments:

First, yes, it seems that there is a small number of thru hikers and
section hikers who are irresponsible, and will trash the trail.

Second, the kind of trash described is not the kind of thing carried by
thru hikers. Pop cans? Bottles? I'm guessing that most of the trash is
being left by day hikers or weekend hikers.
