[pct-l] Belden to 36 Water on Trail

There is a section of trail between Belden and Highway 36 where for about
1/4 mile there is deep water, 8-10 inches plus or minus, on the trail and no
way to get around without a GPS.  It hasn't kept hikers from slogging
through, but there is no way to keep feet dry.  There's also a little snow
left here and there, but not bad.
