BRUCE, 
That should be a very easy hitch.  You are always more likely to get a ride if you are holding a sign. Be sure to ask them to drop you off at Soda Creek - which is the PCT TH. The PCT actually passes under I5 and is at Soda Creek.  I have camped there several times with my horse.  Horses are not allowed in the Park campground.  To get to the TH from the park you would have to hike north on a road that parallels I5 about 1 1/2 miles . Some hikers going between Dunsmuir and C.Crags just hike on the RR tracks. There might also be an access trail. It is a short hike - a little over an hour to the trailhead.
