[pct-l] Suiattle River Bridge

We did get a chance to see how the new bridge over the Suiattle
 is progressing.  Currently there are no approaches making it unusable. 
 There is no hand rail yet either.   It may get completed by the end of 
this summer.  But that's not a sure thing.
