By law all commercial food preparers and community water systems are inspected or tested on a schedule.
Natural water sources are not usually tested. Faucets at trailheads etc can be, that's why some are now permanently shut down. I'm amazed (and thankful) that Joshua Tree Spring hasn't been sealed shut because of uranium.
Food prepared at private individuals homes, and water from private wells, whether a trail angel, trail magic, potluck, or Yogi'd from a picnic basket, are not. I suppose we could make some noise and get those all shut down.
Supposedly personal hygiene is the biggest problem, not washing hands well and sharing food. And there are many that don't treat natural water.
