[pct-l] High Sierra footwear - waterproof or not?

Imagine walking across Arkansas and the whole thing is a couple
inches under water most of the time. The rest of the time, it's
covered in snow that is melting or there is a knee-deep or deeper
creek to cross. And in between that, it's dusty.
