You don't need a permit to exit via Whitney Portal any more than you need a
permit to exit any other trailhead.  The only time you need a permit is to
enter via Whitney Portal.  HOWEVER, if you do exit Whitney Portal, you
should be prepared to show you entered via some other trailhead.

This comes up every year. 

You do not need a Mt Whitney permit to summit from the west side - unless
you are planning to exit over Trail Crest and down to Whitney Portal. Your
PCTA Thru-Hiker's Permit is all you'll need. 

Plan to camp at Guitar Lake the night before the ascent. Take minimal kit
(water and a wind shirt) and make an early (6 am) start up the switchbacks.
Leave your pack and gear in your shelter at GL. You'll be on top by 10 and
back by 1 pm. Pack up your gear and make tracks to set up for Forrester Pass
the next morning.
