Hello,
I have the "Montbell U.L. Down Inner Parka" and have been able to wear it
down to 27 degrees and I was still warm (that is as cold as it has gotten
here were I live).
That is the Parka, not the Jacket version mentioned above by Jackass. It is
an additional half-ounce of down and weights 9.0 ounces. Priced at $175.
I was wearing a baselayer of Ibex Woolies top and the Parka.
I am confident that I could get down into the low 20's with it if I were to
add an addidtional sub-layer and into the teens if I add an additional shell
layer.
Here are the lows/hights of last years (2010) temperatures. While ever year
is obviously different, this can give you a good idea of what to shoot for.

All this said, I have been very tempted to try out the "Western
Mountaineering Hooded Flash Jacket" as it has a different baffling system
than the MB UL. It also has a better hood, it has 3oz of fill rather than
2.5 oz of fill, and its also 9.0 ounces. These should be able to take it
down into the teens w/o any problems, and down to the zero range with
another layer. Not bad for 9 ounces.
