Your best chance would be on a weekend when a lot of people come up from San Diego for the weekend or day. During the week it won't be so busy. 

There is currently a bus on Mondays and Fridays from Pine Valley to El Cajon. Pine Valley isn't too far from Mount Laguna and may be an easier hitch during the week. El Cajon is probably the closest area with car rentals. You can also connect from El Cajon to San Diego. Check SDMTS Route 888 www.sdmts.com as bus routes and schedules seem to change a lot.
