Looking at that photo with the article, I really don't see much that would demand the area to be closed.  Granted, that's only one photo of one bit of one trail in a much larger area.  Still, there's a lot of vegetation re-growing and those woody snags shown don't look like they'd pose much of a fall hazard--sure, they'd hurt if they hit you, but they're not like freshly-burned conifer snags.  Methinks somebody--or multiple somebodies--is paranoid.
