Neither of these regulations apply to the cafe and, in fact, by specifically
designating those to whom they do apply, they exclude the regulation from
being applicable to any others.  Please read these and examine the language
for what and whom is actually covered.


Section 1702 applies only to post offices, authorized depositories and
letter carriers.

No one is saying these packages are in the possession of the post office, an
authroized depository or a letter carrier.



Section 1703 applies only to postal service employees.

No one is saying the owners of the cafe are postal service employees.


These packages leave the control of the USPS when they are delivered to the
cafe.  The regulations are not applicable.

This is great.  Lets have someone on a crusade alienate the owners with a
call.  Good job.
